Do you exercise? Maybe you should. Hit up a gym, practice good form while doing so. Change your diet. Don't bother jogging. It's useless. If you want cardio, take up athletic programs. Burn so much fat, it's not even funny.

The simple or rather only solution is cut down on your pcc...... slowly limit to once a day, then once every few days...etc

Don't hold it to tight during PCC. Just light ---> firm holding will do.
Control speed and frequency so you won't get it desensitized.

I have been, perhaps fortunate, to be able to do raw most of the time. If for any reason I need to wear a condom, the same thing you described also happens to me. If it does not shrink while wearing the condom, it shrinks some time during penetration. It is a real killjoy. I also believe it is an issue with mentality, or actually, conditioning. In our case, we have become conditioned and used to frequent raw.

To be frank, I have a similar problem as you - a desensitized dick from too much pcc. But I go HC so at don't really need to FJ to blow off steam, if you know what I mean. At worse I get a decent 30 min massage. Also as I frequent one HC the ladies know me so it's less "wham bam thank you mam", less stress to get off and the massage usually relaxes me.

The problem could be both physical and mental

Sometimes stress can be a major factor in causing desensitization, because you may be so mentally tired sex just does not help you relax anymore, particularly if you've been extremely active in this area.

Alternatively, it could be over stimulation from too much sex, since too much of a good thing never ends well. Maybe some nerve endings or muscles just not the same as compared to before. Not saying damaged or anything, i'm not a doctor, but probably gotta take a rest from sex and pcc.
